Single Stream Recycling Collection Begins July 2

Middletown residents will be freed from sorting recyclables this Independence Day as the township transitions to single stream curbside recycling.

Starting Monday, July 2nd the practice of collecting glass, plastic and metal containers in one pick-up, then newspapers and cardboard in another pick-up several weeks apart will come to an end. All permitted recyclable materials can be put into the same containers. Recycling will still be collected twice a month, but residents can put all their recyclables out each time, Mayor Anthony Fiore announced.

The switch to single stream recycling is part of new garbage and recycling collection contracts with Republic Service/Marpal Disposal and Future Sanitation. The five-year contracts will save the township nearly $500,000 compared to the previous contracts, the mayor said.

“It’s a real win-win situation. Under the new contract the township will be able to reduce costs and increase services,” the mayor said. “In addition to the convenience and environmental factors, single stream recycling will make the collection process more efficient, cut costs and generate new revenues.”

With single stream recycling, ALL cans, plastic containers, bottles, jars, cardboard, newspapers, office papers & mixed papers (junk mail, magazines, coupon inserts) can be placed into the SAME containers. There is NO change to the collection schedule. All recyclables will be collected twice a month based on the existing schedule by zone, said Public Works and Engineering Director Ted Maloney. He noted the maximum weight per container is 50 pounds.

“I encourage everyone to recycle as much possible.  The more we reduce what we send to the landfill means more savings on disposal fees. It also means greater revenues from the sale of the recyclables collected,” said Mayor Fiore.

Recyclable materials are collected township-wide. Solid waste is collected from approximately 14,000 households located in the Solid Waste Collection District. The garbage collection schedule will remain the same. However, the service provider will accept a limited amount of bulk waste on the second collection day of every week instead of twice a month. Call the Public Works Department at 732-615-2008 or visit www.middletownnj.org/recycling for more information.

Expanded garbage and recycling services is the latest in a series of steps made by the Township Committee to generate new savings and more revenues while delivering core essential governmental services at the most effective and efficient level. Changes include restructuring the Public Works and Recreation Departments, embarking on a solar initiative in partnership with Monmouth County, greater use of document digitization, cost-saving changes made to the employee health insurance programs, purchasing gas and electric as part of collective, a nearly   9% town-wide reduction in full-time staff, and entering into shared-service agreements with other municipalities and the Board of Education.

Flood Insurance Discount Available for Homeowners

$

Middletown homeowners interested in purchasing or renewing flood insurance policies may be eligible for a discount on their policies because Middletown participates in FEMA’s Community Rating System.

“This rating can equate to a 10 percent premium discount for renewals and new flood insurance policies applied for after May 1, 2012,” Mayor Anthony P. Fiore said. “I encourage homeowners to remind their insurance agents about the discount when it comes time to renew their policies.”

All standard rate policies in zones A or V are eligible for the 10% discount. Standard rated flood insurance policies in zones B,C,X,D,AR, and A99 are entitled to a 5% discount. Preferred risk policies, which are applicable in zones B,C, and X are already discounted and are not eligible for further discount.

“I encourage homeowners to remind their insurance agents about the discount when it comes time to renew their policies,” said Mayor Anthony P. Fiore.

FEMA’s Community Rating System (CRS) provides discounts for flood insurance premiums within and outside the Special Flood Hazard Area (SFHA,) commonly known as the 100-year floodplain.  The Township has earned Class 8 rating for taking actions that exceed the standards of the National Flood Insurance Program (NFIP). These actions include participation in community outreach and flood warning programs, preserving 36 percent of the SFHA as open space, enhancing building standards and providing map information services, Township Administrator Anthony Mercantante said.

“The fact that we can offer insurance savings to homeowners by taking simple steps to enhance public safety and protect property is welcome news,” the mayor said. “I commend our township staff for their work in getting Middletown to qualify for the program.”

Participation in the Community Rating System is the latest step taken by the Township Committee to generate cost savings and further enhancing core essential government services. Other steps include expanded garbage and recycling services, restructuring the Public Works and Recreation Departments, embarking on a solar initiative in partnership with Monmouth County, greater use of document digitization, cost-saving changes made to the employee health insurance programs, purchasing gas and electric as part of collective, a nearly 9% town-wide reduction in full-time staff, and entering into shared-service agreements with other municipalities and the Board of Education.

For more information about CRS and floodplain management, residents can contact the Middletown Building Department at 732-615-2104 during business hours.

The COPS in SHOPS Program has resulted in the arrest of 20 individuals for alcohol related offenses during last year’s grant funding period June 2011 to May 2012.  The Program is funded by the State of New Jersey, Department of Law and Public Safety, Division of Alcohol Beverage Control, through a federal grant from the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and runs through May 31st, 2013.

The Township Committee is seeking volunteers to help them preserve Middletown’s rich history and chart a course for a vibrant economic future, respectively. Volunteers would be appointed to one of two new advisory bodies – the Historic Preservation Commission or the Economic Development Committee.

“It’s necessary to preserve the remnants of our storied past for future generations. It’s equally as important that we take steps to ensure future generations have the opportunity to enjoy the high quality of life we enjoy in Middletown today,” said Mayor Anthony P. Fiore.

The Middletown Historic Preservation Commission is charged with fostering awareness and appreciation of our community’s history, advancing public knowledge through outreach programs and education, and encouraging the growth of heritage tourism in the township. Members will also be dedicated to collecting, exhibiting and archiving documents and artifacts that tell a tale about the founding of Middletown as one of the state’s earliest colonial settlements as well as its continuing evolution.

The Historic Preservation Commission will consist of seven volunteer members – the Mayor’s designee, a Landmark Commission member and five public members appointed by the Township Committee. The commission is expected to meet six times a year.

The Middletown Economic Development Committee focuses on fostering new economic growth and the retention of existing businesses and industries. Members will be charged with uniting business leaders and local elected officials so that they may pool resources and ideas that benefit all residents and businesses.  The committee’s goal is to facilitate the creation of a desirable business climate that promotes economic growth, job development and the expansion of the commercial tax base.

The Economic Development Committee will consist of seven volunteer members – the Mayor’s designee and six public members, three of which shall be from the business community. The Committee is expected to meet monthly.

“There’s an incredible wealth of talented residents and business leaders here in Middletown,” the mayor said. “I’m looking forward to meeting people who can donate some time to help us preserve the past and protect the future.

Volunteers are needed to fill positions on both boards. Residents interested in volunteering their time and experiences are encouraged to submit an application on the Middletown Citizen Leadership Form. Applications should be sent to Middletown Citizen Leadership Act, c/o Township Clerk, Town Hall, 1 Kings Highway, Middletown, NJ 07748. Call 732-615-2015 for more information.

Firefighters Battle Structure Fire 8-17-12

At 1:25 PM on Friday August 17, the Middletown Township Fire Department was dispatched to 252 Thousand Oaks Drive in the Navesink section of the Township for a “report of a smoke condition coming from the garage” at that location.  Approximately 35 firefighters from 5 companies of the Middletown Township Fire Department (Navesink, Brevent Park, Community, Independent, and Belford Engine Fire Companies), under the command of Deputy Chief John D’Altilio, responded to the scene.  Upon arrival, the firefighters encountered a heavy fire and smoke conditions in a 2 car garage in basement of a four story, multiple family residential structure.  Assistant Chief John Gorsegner credited the very aggressive initial fire attack performed by the first arriving crew from the Brevent Park & Leonardo Fire Company as the primary reason that the blaze was contained to the garage area.  Assistant Chief Peter Laimann assumed operational command and coordinated the efforts of the firefighters to extinguish the blaze as well as checking the entire structure for any possible extension of the fire.  Deputy Chief D’Altilio declared the fire under control by 2:05 PM.

Also assisting at the scene were the MTFD Air Unit and the Leonardo, Lincroft & Fairview First Aid Squads.

The garage area of the structure sustained moderate smoke and fire damage.  The residents were allowed to return to their apartments.

There were no reported injuries.

The cause fire is being investigated by the Middletown Township Fire Prevention Bureau.
