Co-Gen Plant To Generate Cost Savings For Sewerage Authority

The Township Middletown Sewerage Authority (TOMSA) will be saving more than $230,000 on electric bills annually once its new co-generation plant becomes operational next year.

TOMSA has received a $1.08 million grant from the New Jersey Clean Energy Program toward construction of a co-generation facility at the wastewater treatment plant. TOMSA, an award-winning authority, will use the facility to capture and convert methane gas into electricity. Methane gas, a by-product of the wastewater treatment process, is currently flared off into the air, said TOMSA Executive Director Patrick W. Parkinson.

“I applaud the sewerage authority for taking on this innovative project,” said Deputy Mayor Stephen G. Massell. “This new co-generation facility furthers Middletown’s commitment to generate new revenues, and reduce our carbon footprint to the extent possible.”

The electricity produced at the facility will support approximately 60 percent of the TOMSA’s electricity needs, Parkinson said. He noted the co-generation facility is scheduled for completion by mid-2013.

The co-generation facility will require a total investment of $3,100,000. Construction will be funded with the $1.08 million grant and $2.02 million from TOMSA. No funds will be borrowed to construct the facility. The project, which will pay for itself in nine years, allows TOMSA to continue providing sanitary sewer services to Middletown residents at rate of $70 per quarter, said Parkinson. He noted this rate is the lowest in Monmouth County and one of the lowest in New Jersey.

“It’s great news that the Sewerage Authority has found a new way to keep their costs low and fees stable,” said Mayor Anthony P. Fiore. “The new co-gen facility echoes our mandate of finding innovative ways to generate taxpayer savings while also providing a great benefit to our environment.”

Recent steps taken by the Township Committee to generate new savings and more revenues while delivering core governmental services at the most effective and efficient levels include expanding garbage and recycling services, embarking on a solar initiative in partnership with Monmouth County, greater use of document digitization, and purchasing gas and electric as part of a collective of governmental entities.

The Middletown Township Police Department, in affiliation with 180 Turning Lives Around (180), is seeking additional volunteers to serve on the Middletown Domestic Violence Response Team (DVRT).  180’s highly-trained Victim Advocates are civilian members of the community who, in collaboration with law enforcement, provide support, options, information, and referrals to victims of domestic violence at                      police headquarters.  The advocates also discuss with victims their legal rights in regard to obtaining a Temporary Restraining Order. The volunteer advocates are trained to help empower victims to make decisions about their own lives. The identities of the DVRT volunteers are kept anonymous. Prior knowledge of domestic violence is not required.  Bi-lingual capability is helpful.

Basic requirements for volunteers to apply include that the applicant must be eighteen-years of age or older, have access to transportation, possess a valid driver’s license, be willing to serve on an on-call shift basis, participate in an interview process, submit to background investigations and fingerprinting, successfully complete the mandatory 40-hour training, and attend monthly supervisory team meetings.

180 will be conducting DVRT training October 15th - November 7th, Mondays/Tuesdays/Wednesdays, 6:00p-9:30p, at Long Branch City Hall, 540 Broadway.  For more information or to obtain an application, please contact SFC. William M. Colangelo, DVRT Liaison Officer, at wcolange@middletownnj.org or 732 615-2041.

The Middletown Police Department and 180 are partnered in providing this specialized program for Middletown residents and visitors. The services of the Middletown DVRT are available 24/7 at police headquarters.  The Middletown Police Department and 180 are truly appreciative for the hard work and steadfast dedication of this extraordinary team of compassionate and empathetic volunteers.

For over thirty-five years, 180 Turning Lives Around, a private non-profit organization, located in Hazlet, has been dedicated to ending domestic violence and sexual violence, which affects our community. Middletown Day returns to the Great Lawn at Croydon Hall on Saturday, September 29th from 11 a.m. to 6p.m.

Highlights of this family fun day include children’s activities and sports contests, a community showcase, a craft fair and a tag sale, food court, local music and entertainment, a petting zoo and hayrides. Middletown Day, which is sponsored by local business, community groups and individuals, will be held rain or shine. Free shopping bags will be given to the first 1,000 attendees.

Middletown Day is organized by a committee of local officials, community leaders and township staff. The fall extravaganza we’ve planned this year is a mix of new attractions and familiar favorites, said Mayor Anthony P. Fiore, who serves as chair of the committee.

Among this year’s new attractions are three sporting contests for children ages 6-15 and a Community Showcase. On the football field will the Soccer Shooting and Dribbling Contest hosted by the New York Red Bulls and the Middletown Soccer Club as well as an official NFL Punt, Pass and Kick Competition hosted by the Middletown Athletic Club. Winners of the Punt, Pass, and Kick Competition will go onto a sectional competition and could qualify to complete in the finals held during the Superbowl. There will also be a Free Throw and 3-Point Shot Basketball Contest in the gym hosted by St. Mary’s Athletic Association.

Visitors will find an all-new Community Showcase along the main driveway. The showcase features local businesses, community associations and school groups that support Middletown. It’s a great opportunity to learn about the many businesses spread across the township’s 42 square miles and meet the volunteers that work so hard to make Middletown a great place to call home.

Family fun abounds throughout the festival grounds. There’s a petting zoo and pony rides, mini-golf near the gym as well as free carnival games, an expanded selection of bouncy houses, magic shows, and fire safety lessons in the smoke house. Don’t forget to get your ride on the hayride!

In addition, the Middletown Arts Center will return to Middletown Day. Drop by to peruse local art, meet the Doodle Dude and watch some of the performers from the Talent Showcase. There will also be free arts and crafts for our youngest visitors and a display of the Calendar Project, featuring drawings of Middletown sites chosen from artists from each of the 12 Middletown Elementary Schools.

Car lovers are invited to visit the Classic Car Show. The show, presented by the Middletown Lions Club, features an impressive fleet of classic and antique cars from the tri-state area. Trophies will be awarded in several categories. On-site registration is accepted. Look for free health screening stations near the car show. This service is provided by Care One and the Lions Club.

Middletown Day also offers opportunities for family learning. Learn about nature and colonial times at the Poricy Park Conservancy exhibit; storm water pollution at the Clean Communities display; emergency preparedness at the Emergency Management tent, and drug abuse prevention from the Municipal Alliance for the Prevention of Alcoholism and Substance.

Middletown’s volunteer firefighters, first aiders, and emergency management members will be on hand with equipment displays and demonstrations. The children are always welcome to explore the trucks and try out the drivers’ seats.

The day offers continuous live entertainment. A series of talented performers with local roots will perform in the entertainment tent for your listening and dancing pleasure. The Middletown Day line-up includes Rockin’ Music Academy Bands, Jonnie Dogs & the Dingos, the Colts Neck Swing Band, Riffed, performers from the Talent Showcase, Bill and Frank, and the Middletown High School North Jazz Band.

Middletown Day is a great place to get a little early holiday shopping done. Stroll through the craft fair with items ranging from jewelry and clothes to paintings, photography, and toys. Don’t forget to visit Granny’s Attic where Senior Center members sell treasures, trinkets and bits of nostalgic knickknacks.

Parking is limited at Croydon Hall. Visitors are encouraged to park at Bayview Elementary School or Kunkel Park and ride the free shuttle to and from the Middletown Day grounds. Continuous round trip shuttle services will be provided every 5 to 10 minutes.

County Checking Fuel Oil Trucks for Accuracy

$

FREEHOLD, NJ – Homeowners may feel they spend too much on fuel oil to heat their homes as the temperatures drop - but annual inspections to measure the accuracy of fuel oil delivery trucks in Monmouth County have turned up very few violations.

Last week, Freeholder Serena DiMaso joined a team from the county’s Division of Weights and Measures at an official testing location in Freehold to check fuel oil delivery trucks for accuracy of volume and price.

“Inspectors at the county Weights and Measures department work tirelessly for the Monmouth County consumer,” DiMaso said. “Homeowners can be assured they are getting what they pay for. Inspectors check the meter on the each truck to ensure it is calibrated properly and actual volume being pumped is correct. The work they do touches the lives of consumers every day.”

This year’s inspection comes as the average price for home heating oil throughout New Jersey this week is $4.07 per gallon as noted by the U.S. Energy Information Administration.

Like any other weighing or measuring device in Monmouth County that is used in trade, fuel oil delivery trucks must be inspected and tested by the county’s Division of Weights and Measures every year. The first round of inspections are conducted in October.  Re-inspections continue throughout the winter months.

“Most oil truck meters are accurate,” said Ben Peluso, superintendent of the Division of Weights and Measures. “The majority of the oil companies and individuals who operate these trucks are honest. However, from time to time, violations do occur. In that case, a truck is condemned and cannot deliver fuel until the problem is resolved and the truck re-inspected.”

So far, of the approximately fifty trucks inspected, only three failed the test.

In addition to checking weighing and measuring devices such as scales and fuel oil delivery trucks, the county assures the accuracy of every consumer product sold by weight, measure, count, volume or time. Every device used in trade and almost every product sold in the marketplace is regulated in one way or another by Weights and Measures.

Depending on the nature of any violation that is found, the Division of Weights and Measure may issue a summons and penalty may be assessed.

Results of this year’s fuel oil truck inspections won’t be available until all inspections and re-inspections are completed.

Consumers who may have a concern or question about a fuel oil company should call the Monmouth County Division of Weights and Measures at 732-431-7362.
